A proposal for a World Artificial Intelligence Regulation Office — a single, binding global authority for AI, conceived as an impartial multidisciplinary consortium of scientists, legal experts and economists rather than an “AI police”.
The paper sets out a theoretical structure for such an office — Science and Technology, Legal and Ethics, Economics and Societal Impact, and Ecological Sustainability departments — then works through the parts that are usually left vague: who pays for it, who governs it, and how a global standard could be enforced without overriding national sovereignty. The proposed route is a scaffolding of soft power, market access incentives and domestic ratification, reached over three phases from a coalition of the willing to full operational capacity.
It also reviews what already exists — the UN High-level Advisory Body, GPAI, the OECD AI Principles, the UNESCO Recommendation, ISO standards — and argues that the missing component is not principles but a mechanism to make them binding.
